I believe all the code improvements made by Dell have now been incorporated into the mainline kernel, so in theory everything should work without additional PPAs. I've wiped that and installed 13.10 from scratch. I have recently bought a Dell XPS 13 Developer Edition (also known as Sputnik), supplied with Ubuntu 12.04.
